Orlando Viktor Muhongo is an Angolan citizen, born on September 30, 1982. He has been an employee of the Angolan Migration and Foreigners Service for twenty years, where he currently serves as Head of the Communication and Press Department.

He has a degree in International Relations (Universidade Privada de Angola), a Master’s degree in Intercultural Relations (Universidade Aberta de Lisboa), a postgraduate degree in Migration Law (Universidade Autónoma de Lisboa), and a PhD in Global Studies (Universidade Aberta). 

He has published six books, namely: The Art of Feeling (Poetry); Maresia (Poetry); The Angolans who Freed Mandela (Essay); The Impact of Brazilian Telenovelas on Luandenses (Scientific research); Thatcherism in Angola and other Circumstance Texts (Essay); and The Collapse of the Soviet Union, China and Perceptions of Communism (Essay). 

Since 2008, he has worked as an international policy analyst in various press organizations in Angola and abroad.
